Foreign Office, December 21, 1907. TELEGRAMS have been received by Reuter's agency from Canton and Wuchow reporting that the Chinese are holding meetings to protest against the patrol of British vessels, and urging boycott of British ships.
You should instruct Consul-General at Canton to keep us informed in regard to the situation at that place, and to report his opinion whether these manifestations need be considered as being of importance.
